Graduated from ASU in 1969. Officer Candidate School at Fort Belvior VA in 1970 then at the Army Security Agency Field Station Berlin from 1971 to 1973. Graduate school at University of Colorado, Boulder 1973-1976 earning a PhD in political science in 1979. Taught at Fort Hays State University inKansas from 1976-1979 then at NAU from 1979 to 1996. Served in the Reagan administration as Assistant Director for Planning and Evaluation at the Office of Personnel Management in 1981-1982. Public policy research positions at The Heritage Foundation, Washington DC; Claremont Institute, Claremont CA; Center for the New West, Denver, CO; and Competitive Enterprise Institute, Washington DC. Founding president of the Goldwater Institute, Phoenix 1988 to 1992.

Published three books:
Mandate for Leadership II: Continuing the Conservative Revolution, The Heritage Foundation 1984 (With Butler and Weinrod).
Steering the Elephant: How Washington Works, Universe Books, 1987 (edited with Robert Rector).
Facts, Not Fear: Teaching Children about the Environment, Regnery, 1996, (co-authored with Jane Shaw) revised edition 1999, a Canadian edition and Spanish and Turkish language editions).

Married Martha Borrusch (WW Class 66) 1967 with one son Andy (34) and one granddaughter Alexis (13). One son from a second marriage Devin (22). Married Wendy Toland in 1999. Wendy has two children, Chris (34) and Erin (32). Erin and her husband Jeremy, have new twins Jaxon and Kendall born July 2009.

Wendy and I love to travel, especially in Germany, Austria, Switzerland and Scandinavia.
